The game doesn't just put peek times it seems to me its set in stone times outside of these times everything goes to sleep for the most part. Plenty of oxygen in the water and cover from above carp will feed all day. On days where the weather is unsettled most fishing is better. Unless a species is dependant on certain conditions like night feeders just as IRL there isnt any time in the 24 hour cycle that a record fish cannot be caught.
